66);">现场发现在当事人的经营场所内有8只已充满气的气瓶</span></strong>，瓶身显示有“XX石油气”，编码分别为：3630042443、3630039854、3630142011、3630040228、3630012415、3630104173、3630042152、3630078183，编码上分别对应有二维码，<strong><span style="font-size: 16px;color: rgb(217, 33, 66);">上述8只气瓶的瓶阀不符合气瓶安全技术规程。</span></strong>当事人涉嫌违法充装气瓶，<strong><span style="font-size: 16px;color: rgb(217, 33, 66);">我局于2024年2月7日予以立案调查，并依法对不符合安全技术规范要求的气瓶予以查封。</span></strong></span></p><p><span style="font-size: 16px;">经查：当事人已取得《营业执照》、《特种设备生产许可证》从事燃气经营、检验检测服务等经营活动。2024年2月7日，<strong><span style="font-size: 16px;color: rgb(217, 33, 66);">当事人未仔细履行充装前后检查为8只不符合安全技术规范要求的气瓶进行充装，该8只气瓶的瓶阀均未设置自闭装置</span></strong>，当事人的充装行为不符合《气瓶安全技术规程》（TSG23-2021）安全技术规范要求。截至案发时止，上述不符合安全技术规范要求的气瓶尚未销售出去，当事人未获得违法所得，<strong><span 16px;">本局认为：当事人充装的液化石油气气瓶，列入我国《特种设备目录》，属于特种设备。当事人充装的气瓶不符合《气瓶安全技术规程》（TSG23-2021）第7.2.1.3（4）<strong><span style="font-size: 16px;color: rgb(217, 33, 66);">“液化石油气瓶阀可以设计成角阀或者直阀，并且在出气口设置自闭装置或者在进气口装设过流关闭装置</span></strong>；”的要求。当事人上述行为违反《中华人民共和国特种设备安全法》第四十九条第二款的规定，<strong><span style="font-size: 16px;color: rgb(217, 33, 16px;">当事人应当自收到本行政处罚决定书之日起15日内，按照《广东省非税收入一般缴款书》规定的方式，到指定的银行缴纳罚（没）款，或者通过广东公共服务支付平台电子支付系统缴纳（缴纳方式为：微信/支付宝“扫一扫”缴款）。逾期不缴纳罚款的，依据《中华人民共和国行政处罚法》第七十二条的规定，本局将每日按罚款数额的百分之三加处罚款，并依法申请人民法院强制执行。</span></p><p
