normal;">在我国，染发、烫发化妆品属于特殊化妆品，经国家药品监督管理局注册后方可生产、进口。市场上常见的染发化妆品一般是通过染料前体与偶联剂在强氧化剂的作用下，通过氧化聚合反应，产生可以固定于头发中的色素大分子，从而改变头发颜色。市场上常见的烫发类化妆品一般是通过还原性成分破坏头发中的二硫键等化学键，再借助外力卷曲或拉伸头发，最后再修复之前破坏的化学键，对头发进行定型，从而达成改变头发弯曲度的功效。染发化妆品的主要功效成分是染发剂，烫发化妆品的主要功效成分是烫发剂，在我国采取较为严格的管理。在《化妆品安全技术规范》中，现收录有间苯二酚等70余种准用染发剂，巯基乙酸等常用烫发剂收录于限用组分列表中，均有明确的使用限制要求。</span></section><section normal;">基于儿童的生理特点，儿童化妆品在配方设计上应遵循安全优先、功效必需、配方极简的原则。根据《儿童化妆品监督管理规定》，儿童化妆品是指：适用于年龄在12岁以下（含12岁）儿童，具有清洁、保湿、爽身、防晒等功效的化妆品。根据《化妆品分类规则和分类目录》，0—3周岁（含3周岁）婴幼儿用化妆品功效宣称仅限于“清洁、保湿、护发、防晒、舒缓、爽身”；3—12周岁（含12周岁）儿童用化妆品功效宣称仅限于“清洁、卸妆、保湿、美容修饰、芳香、护发、防晒、修护、舒缓、爽身”。可见，染发、烫发化妆品不属于儿童化妆品的范畴，不建议儿童使用染发、烫发化妆品。</span></section><section normal;">因为个体差异、使用不当等原因，化妆品可能会引起不良反应，例如，由致敏物或刺激物导致的“接触性皮炎”。部分染发剂如对苯二胺等，是已知较为常见的致敏原。根据《化妆品安全技术规范》，使用染发剂的产品标签上必须标注“染发剂可能引起严重过敏反应”“不适合16岁以下消费者使用”等警示语。染发、烫发产品中有些常见成分如过氧化氢、巯基乙酸等，刺激性相对较强。根据《化妆品安全技术规范》，使用这些成分的产品标签一般也必须标注相应的警示语，如“防止儿童抓拿”“避免接触眼睛”等。由于儿童本身生理特征与成人存在差异，加之认知能力不足，更易出现忽视警示事项、误用产品，或不慎入眼、入口等情形，引发严重化妆品不良反应的可能性更高。</span></section><section
