参与学校课后服务的非学科类校外培训机构人员应当具备《中华人民共和国教师法》规定的教师资格或具备相应职业（专业）能力证明和相关专业技术规定的资格，所聘人员各类资质证书在有效期内，并持证上岗。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（三）通过课程审核。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 非学科类校外培训机构提供的体育（或体育与健康）、艺术（或音乐、美术）学科、综合实践活动应具有完整的课程规划、课程内容、适合年级和详细的课时计划安排。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 四、规范“白名单”遴选</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 引入非学科类校外培训机构参与校内课后服务实行“白名单”管理制度，遴选周期每年一次。各县（市、区）教育主管部门要全面落实反垄断法的有关要求和公平竞争政策制度，不应设置遴选机构数量上限。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（一）发布遴选通告。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 各县（市、区）教育主管部门通过公开遴选等方式确定或调整机构名单，通过门户网站、官方微信公众号等渠道向社会发布遴选非学科类校外培训机构参与课后服务的通告，明确机构准入条件、项目类型、服务报价上限等信息及遴选基本程序等。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（二）自主申报材料。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 有意愿参与、符合资质的非学科类校外培训机构可向属地教育主管部门自主申报，按要求提供机构资质、师资配备、项目内容、课程安排等相关报名材料，具体要求由属地教育主管部门确定。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（三）组织评审工作。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 各县（市、区）教育主管部门联合相关部门成立评审小组，对非学科类校外培训机构资质审核、课程与师资审核和教师入职审核，确定拟入围的非学科类校外培训机构名单及项目。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（四）结果公示认定。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 经评审入围的非学科类校外培训机构名单在各县（市、区）教育主管部门的门户网站、官方微信公众号等渠道向社会公示，公示内容应当包括拟入围的非学科类校外培训机构名称、服务项目清单、服务报价等。各县（市、区）教育主管部门同时向辖区内义务教育学校发布“白名单”，并报送市教育局备案。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 五、规范学校引入流程</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 各学校结合本校课后服务特色及学生发展需求和意愿，从各县（市、区）教育主管部门公开遴选的非学科类校外培训机构“白名单”中，按程序招选一个或多个非学科类校外培训机构的课程项目，补充提供校内课后服务。学校引入非学科类校外培训机构参与课后服务，按以下流程遴选。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（一）发布招选公告。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 由学校负责在本学校及各县（市、区）教育主管部门的公众号等相关平台发布招选通告。根据学生需求，综合学校发展特色，通告内容应包括非学科机构资质、非学科培训项目类型、数量及招选方式等事项。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（二）开展项目申报。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 列入各县（市、区）课后服务“白名单”的非学科校外培训机构，对照学校招选通告条件，自主向学校进行申报。申报的非学科机构须提供拟参与该课后服务项目的师资名单、课程规划等资料。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（三）组织展示评议。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 学校通知申报的非学科校外培训机构进行项目集中展示。展示内容应当包括但不仅限于项目资质、项目特色、服务团队、服务报价、服务品质、安全措施等方面。学校应邀请有关专家并按一定比例推选相关教师、学生、家长等群体代表参与展示项目评议，具体比例由各县（市、区）教育主管部门明确。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（四）公布入围项目。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 经学校及家长委员会同意，最终确定拟入围项目。学校对拟入围非学科校外培训机构及项目、服务报价等内容在学校网站、官方微信公众号、校外公示栏等平台进行公示，公示无异议的项目确定为入围项目并由学校予以公布。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（五）签订服务合同。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 学校与入围的非学科校外培训机构签订课后服务合同。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 六、规范管理</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（一）加强项目监管。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 学校须将选定的非学科校外培训机构、服务项目、参与人员等登记造册，学校要将非学科类校外培训机构提供的课程纳入国家中小学教育管理平台课后服务“课程超市”，明确课后服务的类型、内容、时间、授课人、收费标准等信息，供学生自主选择。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（二）加强安全监管。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 参与学校课后服务的非学科类校外培训机构应当严格遵守校园安全管理（包括学生信息安全）的各项规定。学校与非学科校外培训机构的安全管理责任应当在服务合同中做出职责划分；对于特殊类型项目，可在服务合同文本中附加有关安全条款。非学科类校外培训机构和人员要严格落实上级部门安全防疫要求，做好卫生防疫安全等相关工作。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（三）加强行为监管。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 学校负责对非学科类校外培训机构日常服务行为进行监管。进校服务人员要服从学校各项管理制度要求，在校内应严格参照师德师风要求进行自律。非学科类校外培训机构及其人员不得借机搞培训、招生宣传，不得诱导学生参与校外培训辅导、购买相关仪器器材或课程服务产品等，不得带有任何商业推广和商业隐含元素。严禁引进的非学科类校外培训机构参与学校学科类教学及非课后服务时段提供服务。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> <strong>（四）加强质量监管。</strong></span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 以学期为单位，由学校组织学生、家长、教师对非学科类校外培训机构提供服务情况开展质量评估和满意度测评。根据评估和测评的结果，学校、家长、非学科类校外培训机构三方通过共同协商进一步优化服务内容与标准，不断提升课后服务质量。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 七、建立评估与退出机制</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 各县（市、区）教育主管部门建立非学科类校外培训机构参与课后服务的评估退出机制，对出现服务水平低下、恶意在校招揽生源、不按规定提供服务、扰乱学校教育教学和招生秩序等问题的非学科类校外培训机构列入禁止进入学校名单（以下简称“黑名单”）。对学校课后服务项目应根据满意度测评，每学期实行淘汰制，淘汰比例由各县（市、区）教育主管部门根据实际情况制定。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 凡入校提供服务的非学科类校外培训机构人员存在提供虚假学历证明或职业（专业）能力证明、不具备从事教育教学工作条件、影响学校正常秩序等不良行为、考核未达到要求或综合满意度未达合同约定比例等情况之一，学校可提出更换服务人员直至终止合作。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 在学校引入非学科类校外培训机构开展课后服务的过程中，凡出现以下情况之一的，学校可终止与相应机构的合作，并将相关情况及材料报属地教育主管部门。各县（市、区）教育主管部门将该机构移除“白名单”，并列入“黑名单”向社会公布。</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 1.提供虚假资质证明；</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 2.服务过程中出现较大管理过失；</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 3.擅自变动服务内容、降低服务标准，服务质量、内容与承诺明显不符；</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 4.同一学校要求更换派出人员超过3次，仍未能达到合同质量要求；</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 5.上年度不按时参加年检或“年检不合格”，或被主管部门处以责令停止招生、吊销办学许可证；</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 6.把课后服务分包或转包给其他机构或个人；</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break: break-all;line-height: 1.75em;"><span style="font-size:16px;"> 7.机构或其人员无法提供无犯罪记录证明及被列入失信被执行人名单；</span></p><p style="text-align:justify;margin-bottom: 10px;color: rgb(66, 66, 66);word-break:
