2em;">义务教育阶段学校招生工作坚持以镇为主、实行属地管理，由镇中心小学协调统筹全镇招生工作，由各中小学具体实施组织本区域内招生工作。</section><section style="text-wrap: wrap;text-indent: 2em;"><br/></section><section style="text-wrap: wrap;text-indent: 2em;">（二）免试入学原则</section><section style="text-wrap: wrap;text-indent: 2em;">按照适龄儿童户籍和居住情况实行免试就近入学。综合生源情况、所在住址和学校分布、学校规模、交通状况等因素，按招生地段就近安排适龄儿童入学，禁止通过组织笔试、面试或任何变相的考试、考核的方式招生。</section><section style="text-wrap: wrap;text-indent: 2em;"><br/></section><section style="text-wrap: wrap;text-indent: 2em;">（三）属地优先原则</section><section style="text-wrap: wrap;text-indent: 2em;">义务教育学校原则上优先满足本地生源。各中小学优先招收学区生，在完成学区生招生任务之后仍有剩余学位的接受非学区生报名，并按相关政策、方案确定录取对象。</section><section style="text-wrap: wrap;text-indent: 2em;"><br/></section><section style="text-wrap: wrap;text-indent: 2em;">（四）“两为主”原则</section><section style="text-wrap: wrap;text-indent: 2em;">健全以居住证为主要依据的随迁子女义务教育入学政策，认真贯彻国家有关异地务工人员随迁子女接受义务教育的政策，切实按照“以输入地政府管理为主，以全日制公办学校为主”的要求，积极创造条件，做好异地务工人员随迁子女接受义务教育工作，力争逐年提高入读公办学校的比例。为推进粤港澳大湾区教育融合发展，对港澳居民随迁子女来我镇接受义务教育实行“欢迎就读、一视同仁、就近入学”政策，持有港澳居民居住证的港澳居民随迁子女按我镇随迁子女入学政策入读义务教育公办学校，按规定享受居住地基本教育公共服务。</section><section style="text-wrap: wrap;text-indent: 2em;"><br/></section><section style="text-wrap: wrap;text-indent: 2em;">（五）依法规范原则</section><section style="text-wrap: wrap;text-indent: 2em;">义务教育阶段学校招生要严格执行国家、省、市、区的招生政策，实行“阳光招生”。加强招生计划的管理。各中小学的招生计划由镇中心小学统筹规划、下达并向社会公布。严格控制班额，小学每班人数一律不得超过45人，初中每班人数不得超过50人。已达班额人数上限的严禁再收插班生（由镇中心小学统筹安排学位）。</section><section style="text-wrap: 2em;">2.小学招收年满六周岁（指2018年8月31日及之前出生）且有正常学习能力的适龄儿童；小学新生入学年龄以户籍登记年龄为准，临时未取得户籍的儿童，需提供出生医学证明（即出生证），符合入学年龄规定的可入学接受义务教育。</section><section style="text-wrap: wrap;text-indent: 2em;">注：由于未满六周岁的儿童无法建立学籍和已经建立学籍的学生无法重复建立学籍的原因，所以2018年9月1日及之后出生的儿童或已入读过一年级的学生不能报名。凡报名时家长提供虚假信息或故意隐瞒相关信息的，一经发现，作如下处理：不足入学年龄的儿童劝退回幼儿园就读；已经读过一年级的学生劝退回原学校就读。</section><section style="text-wrap: wrap;text-indent: 2em;"><br/></section><section style="text-wrap: wrap;text-indent: 2em;">（二）报读条件</section><section style="text-wrap: wrap;text-indent: 2em;">1.房户一致（第一类）</section><section style="text-wrap: wrap;text-indent: 2em;">适龄儿童的户籍及其直系亲属的房产（相关房屋的合法产权证件用途标注为“住宅”，含自购房、自建房和公租房，不含铺位、车库以及商用公寓。）都在报读学校学区范围内。</section><section style="text-wrap: wrap;text-indent: 2em;">2.房户分离（第二类）</section><section style="text-wrap: wrap;text-indent: 2em;">（1）适龄儿童的户籍在报读学校学区范围内，其直系亲属的房产（含自购房、自建房、自购公寓、公租房，不含铺位及车库）在报读学校学区范围外的；</section><section style="text-wrap: wrap;text-indent: 2em;">（2）适龄儿童的户籍不在报读学校学区范围内，其直系亲属的房产（相关房屋的合法产权证件用途标注为“住宅”，含自购房、自建房、自购公寓、公租房，不含铺位及车库）在报读学校学区范围内的；</section><section style="text-wrap: wrap;text-indent: 2em;">（3）合法居住在报读学校学区范围内公有住房的适龄儿童。</section><section style="text-wrap: wrap;text-indent: 2em;">3.无房无户（第三类）</section><section style="text-wrap: wrap;text-indent: 2em;">除政策照顾生以外，适龄儿童的户籍或其直系亲属的房产均不在报读学校学区范围内，且在学区范围内居住的。具体需满足以下就读条件之一：</section><section style="text-wrap: wrap;text-indent: 2em;">（1）户籍不在申请入读学校学区范围的新会区户籍适龄儿童，且其直系亲属在新会区崖门镇范围无名下房产；父（母）无需提供《广东省居住证》或社保缴费记录等证明材料。</section><section style="text-wrap: wrap;text-indent: 2em;">（2）父母委托新会区崖门镇居民为监护人（或父/母在新会区崖门镇就业或经商）并居住在学区范围内的外国籍、港澳台籍适龄儿童（即适龄儿童及其父母均为国外或港澳台人士）；</section><section style="text-wrap: wrap;text-indent: 2em;">（3）江门市以外户籍的异地务工人员随迁子女：父（母）持有在新会区内居住满6个月或6个月以上的《广东省居住证》（至少在2023年9月1日前（含9月1日）由江门市公安局新会分局签发且至2024年2月29日仍有效的《广东省居住证》）和在新会区连续依法、依时缴纳社会保险费6个月以上（至少从2023年9月1日前开始缴交，且至2024年2月29日仍未中断）。家长所提供的《广东省居住证》和社保缴费清单须为父或母同一方同时持有；</section><section style="text-wrap: wrap;text-indent: 2em;">（4）江门市下属县市户籍（指台山、开平、恩平以及鹤山）的异地务工人员随迁子女：父（母）在新会区连续依法、依时缴纳社会保险费6个月以上（至少从2023年9月1日前开始缴交，且至2024年2月29日仍未中断）。</section><section style="text-wrap: wrap;text-indent: 2em;">注：父（母）不在境内工作或常住的境外适龄儿童，需同时提供区公证部门出具的，由新会区常住户籍居民承担该适龄儿童在新会区就读期间监护义务的监护公证。</section><section style="text-wrap: wrap;text-indent: 2em;"><br/></section><section style="text-wrap: wrap;text-indent: 2em;">（三）政策照顾生</section><section style="text-wrap: wrap;text-indent: 2em;">1.现役军人子女；</section><section style="text-wrap: wrap;text-indent: 2em;">2.公安烈士、公安英模和因公牺牲、一级至四级因公伤残公安民警子女、因公殉职基层干部等优抚对象的子女；</section><section style="text-wrap: wrap;text-indent: 2em;">3.烈士、英雄模范和因公牺牲、一级至四级因公伤残消防救援人员子女、在职消防救援人员子女；</section><section style="text-wrap: wrap;text-indent: 2em;">4.新会区一至五类高层次人才子女；</section><section style="text-wrap: wrap;text-indent: 2em;">5.在新会区就业参保的江门市高层次人才子女以及在新会区以外、江门市内就业参保的江门市顶尖、一级和二级高层次人才子女。</section><section style="text-wrap: 2em;">学位分配按属地优先原则，以适龄儿童的户籍和实际居住地为依据就近入学。具体按照以下办法执行：</section><section style="text-wrap: wrap;text-indent: 2em;">1.录取房户一致学生和政策照顾生。适龄儿童的户籍及其直系亲属的房产（含自购房、自建房和公租房，不含铺位、车库以及商用公寓）都在报读学校学区范围内。</section><section style="text-wrap: wrap;text-indent: 2em;">2.房户一致学生和政策照顾生学生录取完毕后，如学校仍有剩余学位，再录取房户分离学生，并按以下次序依次录取：</section><section style="text-wrap: wrap;text-indent: 2em;">①适龄儿童的户籍在报读学校学区范围内，其直系亲属的房产（含自购房、自建房和公租房，不含铺位、车库以及商用公寓）在报读学校学区范围外的；</section><section style="text-wrap: wrap;text-indent: 2em;">②适龄儿童的户籍不在报读学校学区范围内，其直系亲属的房产（含自购房、自建房和公租房，不含铺位、车库以及商用公寓）在报读学校学区范围内的；</section><section style="text-wrap: wrap;text-indent: 2em;">③为我镇经济发展作出突出贡献人士的子女（经镇相关部门审批的）和合法居住在报读学校学区范围内公有住房的适龄儿童。</section><section style="text-wrap: wrap;text-indent: 2em;">如该类学生报名总数小于或等于学校的剩余学位数，直接录取；如该类学生报名总数多于学校的剩余学位数，则通过随机抽签的方式确定录取对象；</section><section style="text-wrap: wrap;text-indent: 2em;">3.房户一致和房户分离的学生全部录取完毕后，如学校还有剩余学位，继续录取无房无户学生，并按以下次序依次录取：</section><section style="text-wrap: wrap;text-indent: 2em;">①户籍不在申请入读学校学区范围的新会区（非本镇）户籍适龄儿童，且其直系亲属在新会区崖门镇范围无名下房产；</section><section style="text-wrap: wrap;text-indent: 2em;">②父母委托新会区崖门镇居民为监护人（或父/母在新会区崖门镇就业或经商）并居住在学区范围内的外国籍、港澳台籍适龄儿童（即适龄儿童及其父母均为国外或港澳台人士）；</section><section style="text-wrap: wrap;text-indent: 2em;">③江门市下属县市户籍（指台山、开平、恩平以及鹤山）且符合招生社保条件的异地务工人员随迁子女；</section><section style="text-wrap: wrap;text-indent: 2em;">④江门市以外户籍且符合招生社保条件和居住证条件的异地务工人员随迁子女；</section><section style="text-wrap: wrap;text-indent: 2em;">⑤江门市以外户籍的且符合招生社保条件或居住证条件的异地务工人员随迁子女；</section><section style="text-wrap: wrap;text-indent: 2em;">⑥江门市以外户籍不符合招生社保条件或居住证条件但工作和居住在崖门的异地务工人员随迁子女；</section><section style="text-wrap: wrap;text-indent: 2em;">如该类学生报名总数小于或等于学校的剩余学位数，直接录取；如该类学生报名总数多于学校的剩余学位数，则通过随机抽签的方式确定录取对象。</section><section style="text-wrap: wrap;text-indent: 2em;">1.保障特殊儿童入学权利特殊儿童。为保障特殊儿童接受义务教育的权利，妥善安排残疾儿童入学，根据残疾儿童的不同类型和不同程度，安排随班就读或送教上门。符合报名条件的适龄儿童需参加特殊儿童入学评估，有关评估的事宜另行通知。经过评估后，根据评估结果和学位情况统筹安排普通学校随班就读或入读特殊教育学校。</section><section style="text-wrap: 2em;">2.统筹安排为我镇经济发展作出突出贡献人士的子女。上一年度崖门镇纳税前30强的企业（集团，不包括房地产企业）和镇内规模以上工业企业（具体名单以镇职能部门提供为准）核心骨干人员子女。适当根据学生入学志愿纳入人户分离（第二类）统筹安排入学。若所填报志愿学校的人数较多且安排地段生后学位难以满足安排，则将部分学生调整到其他学校入学或通过抽签办法安排。</section><section
