1.75em;color: rgb(52, 131, 186);"><strong>（二）违规设置防盗网和广告牌。</strong></span>生产经营性场所和人员密集场所违法在门窗上设置影响逃生和灭火救援的防盗网、铁栅栏、广告牌等障碍物；鼓励推动居民住宅拆除防盗网或开设逃生窗，配置辅助逃生设施。</span></p><p style="line-height: 186);">（三）妨碍消防车通行。</span></strong>消防车通道、消防车登高操作面设置停车泊位、构筑物、固定隔离桩等障碍物，消防车通道与建筑之间设置妨碍消防车举高操作的树木、架空管线、广告牌、装饰物等障碍物。</span></p><p style="line-height: 1.75em;letter-spacing: 2px;"><span style="line-height: 1.75em;">根据《中华人民共和国消防法》第六十条，单位占用、堵塞、封闭疏散通道、安全出口、消防车通道或者妨碍消防车通行以及有其他妨碍安全疏散行为的，人员密集场所在门窗上设置影响逃生和灭火救援的障碍物的，责令改正，处五千元以上五万元以下罚款；个人占用、堵塞、封闭疏散通道、安全出口、消防车通道或者妨碍消防车通行以及有其他妨碍安全疏散行为的，处警告或者五百元以下罚款。</span>对疏散通道、安全出口数量不足或者严重堵塞，已不具备安全疏散条件的，根据《消防监督检查规定》第二十二条规定，依法实施临时查封。经责令改正拒不改正的，根据《消防监督检查规定》第二十六条规定，组织强制清除或者拆除相关障碍物、妨碍物，所需费用由违法行为人承担。根据《中华人民共和国消防法》第六十四条，过失引起火灾的，尚不构成犯罪的，对责任人处十日以上十五日以下拘留，可以并处五百元以下罚款；情节较轻的，处警告或五百元以下罚款。</p><p 1.75em;">根据《高层民用建筑消防安全管理规定》（应急管理部令第5号）第四十七条，高层民用建筑设置的户外广告牌、外装饰妨碍防烟排烟、逃生和灭火救援的，由消防救援机构责令改正，对经营性单位和个人处两千元以上一万元以下罚款，对非经营性单位和个人处五百元以上一千元以下罚款；在高层民用建筑的公共门厅、疏散走道、楼梯间、安全出口停放电动自行车或者为电动自行车充电，拒不改正的，由消防救援机构责令改正，对经营性单位和个人处两千元以上一万元以下罚款，对非经营性单位和个人处五百元以上一千元以下罚款。对阻碍消防救援机构工作人员依法执行职务的，由公安机关依照《中华人民共和国治安管理处罚法》第五十条，处警告或者二百元以下罚款；情节严重的，处五日以上十日以下拘留，可以并处五百元以下罚款。</span></p></section></section><section 1.75em;">各单位场所、物业服务企业和广大群众要立即组织开展自查自改，于2024年6月30日前畅通安全出口、疏散通道和消防车通道，主动整治门窗设置影响逃生和灭火救援的障碍物，彻底清理竖向管井、敞开式外连廊堆放的可燃杂物，并纳入单位防火检查重点内容在广东省社会消防管理应用平台自查报备。各级机关、团体、事业单位和国有企业要带头对自身使用的建筑、自身产权建筑等消防“生命通道”进行排查整治，于2024年5月底前全部完成清理。</span></p><p style="line-height: 1.75em;letter-spacing: 2px;"><br/>餐饮场所、公共娱乐场所、宾馆饭店、医院、学校、养老院以及家庭作坊、经营性自建房等“九小场所”在2024年6月30日前完成排查整治；其他人员密集场所在2024年11月15日前完成排查整治；其他生产经营性场所在2025年11月15日前完成排查整治。2024年6月30日前，完成对公众聚集场所的摸底排查和标线识画，对于消防车通道、消防救援窗口、救援操作场地等实施醒目的、永久性的标识化管理；2024年12月31日前，完成公众聚集场所室内疏散通道和室外消防车通道“两个通道”的整治工作，其他场所在2025年11月15日前全部完成。</p><p style="line-height: 1.75em;letter-spacing: 2px;"><br/>对占用、堵塞、封闭消防通道和安全出口或者有其他妨碍安全疏散行为，消防救援机构将坚持发现一起，处罚一起；行动过程中，对拒不改正的，依法组织强制清除或拆除；对阻碍消防救援机构工作人员依法执行职务的，依法移送公安机关查处。同时，将充分发挥媒体宣传和舆论引导作用，邀请本地主流媒体利用广播、电视、报刊及微博、微信等平台，公开曝光典型违法行为。</p><p style="line-height: 1.75em;letter-spacing:
