第10号)，结合新能源汽车技术进展情况，现就减免车辆购置税新能源汽车产品技术要求有关事项公告如下：</span></section><section style="line-height: 1.75em;margin-bottom: 0px;margin-top: 0px;"><br/></section><section style="line-height: 1.75em;margin-bottom: 0px;margin-top: 0px;"><span style="font-size: 16px;">一、2024年1月1日起，申请进入《减免车辆购置税的新能源汽车车型目录》的车型，需符合新能源汽车产品技术要求(见附件)。其中，换电模式车型还需提供满足GB/T 40032《电动汽车换电安全要求》等标准要求的第三方检测报告，以及生产企业保障换电服务的证明材料。企业自建换电站的，需提供换电站设计图纸和所有权证明；委托换电服务的，需提供车型、换电站匹配证明、双方合作协议等材料。</span></section><section style="line-height: 1.75em;margin-bottom: 0px;margin-top: 0px;"><br/></section><section style="line-height: 1.75em;margin-bottom: 0px;margin-top: 0px;"><span style="font-size: 16px;">二、2024年1月1日至2024年5月31日为过渡期。2024年1月1日起，2023年12月31日前已进入《免征车辆购置税的新能源汽车车型目录》(以下简称《免税目录》)且仍有效的车型将自动转入《减免税目录》。相关车型要及时上传减免税标识、换电模式标识，换电模式车型、燃料电池车型等按本公告要求补充相应佐证材料。2024年6月1日起，不符合本公告技术要求的车型将从《减免税目录》中撤销。</span></section><section 16px;">三、2024年6月1日起，《关于免征新能源汽车车辆购置税的公告》(财政部 税务总局 工业和信息化部 科技部公告2017年第172号)、《关于调整免征车辆购置税新能源汽车产品技术要求的公告》(工业和信息化部 财政部 税务总局公告2021年第13号)中的技术要求废止。</span></section><section style="line-height: 16px;">四、企业要建立健全安全管理机制，强化产品质量保障能力，确保新能源汽车使用安全。要提升监测平台效能，做好风险预警提醒，及时上报车辆事故报告。对于发生安全事故、隐瞒不报的，视情节轻重取消车型减免税资格或暂停新车型申报《减免税目录》。</span></section><section style="line-height: 1.75em;margin-bottom:
