14px;"><strong>恩府告〔2023〕28号</strong></span></p><p style="text-align: justify;white-space: normal;">为有效保护森林资源，预防和遏制森林火灾发生，维护生态平衡、公共安全及社会和谐稳定，根据《中华人民共和国森林法》《森林防火条例》和《广东省森林防火条例》等有关法律法规、规章规定，结合我市实际，特发布森林防火禁火令。</p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 122, 170);"><strong>一、禁火时间</strong></span></p><p style="text-align: justify;white-space: normal;"><strong><span style="color: rgb(123, 12, 0);">2023年11月23日至2024年2月25日。</span></strong></p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 122, 170);"><strong>二、禁火区域</strong></span></p><p style="text-align: justify;white-space: normal;">全市所有林地及距离林地边缘30米范围内的森林防火区为禁火区域。</p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 122, 170);"><strong>三、森林防火禁火规定</strong></span></p><p style="text-align: justify;white-space: normal;">禁火时间内，在禁火区域内禁止下列行为：</p><p style="text-align: justify;white-space: normal;">（一）未经许可携带火种进入林区（地）；</p><p style="text-align: justify;white-space: normal;">（二）上坟烧纸、烧香点烛等；</p><p style="text-align: justify;white-space: normal;">（三）燃放烟花爆竹、孔明灯等；</p><p style="text-align: justify;white-space: normal;">（四）携带易燃易爆物品；</p><p style="text-align: justify;white-space: normal;">（五）吸烟、野炊、烧烤、烤火取暖；</p><p style="text-align: justify;white-space: normal;">（六）烧黄蜂，熏蛇鼠、烧山狩猎；</p><p style="text-align: justify;white-space: normal;">（七）炼山、烧杂、烧灰积肥、烧荒烧炭或烧田基草、甘蔗叶、稻草、果园草等；</p><p style="text-align: justify;white-space: normal;">（八）其他容易引起森林火灾的用火行为。</p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 122, 170);"><strong>四、违法处理</strong></span></p><p style="text-align: justify;white-space: normal;">凡违反本禁火令的，将依照《中华人民共和国治安管理处罚法》《广东省森林防火条例》的有关规定，给予警告、罚款、拘留等处罚；涉嫌犯罪的，移送司法机关依法处理。对无民事行为能力人和限制民事行为能力人引起的森林火灾，将依法追究监护人的责任。</p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 122, 170);"><strong>五、其他事项</strong></span></p><p style="text-align: justify;white-space: normal;">（一）进入林区的车辆和个人，应自觉接受森林防火登记检查，并负有森林防火的责任和义务。凡阻挠、妨碍检查工作的单位和个人，有关部门要依法依规予以处理。</p><p style="text-align: justify;white-space: normal;">（二）任何单位和个人发现森林火情，应当立即报告当地人民政府或市森林防灭火指挥部办公室（电话：0750—7176723）或拨打电话12119报警。</p><p style="text-align: right;">恩平市人民政府</p><p style="text-align: 预报有高温、干旱、大风等高火险天气的，县级以上人民政府应当划定森林高火险区，规定森林高火险期。在春节、元宵、清明、中秋、国庆、重阳、冬至等传统民俗拜祭节日及春耕备耕、秋收冬种等森林火灾高发时段，县级以上人民政府可以根据森林防火需要划定森林高火险区，规定森林高火险期。在森林高火险区、森林高火险期内，县级以上人民政府可以发布命令，禁止一切野外用火；对可能引发森林火灾的居民生活用火应当严格管理。</p></section></section></section></section></section></section><section
